SinapticaEGO is the line of managerial solutions in the economy and finance area that belongs to the so-called eGovernment field. eGovernment (from Electronic Government) refers to the automation process of the public administration, that –addressing an organizational renewal logic- allows to manage administrative documentation and procedures with digital systems and telecommunication technologies (ICT) optimizing bodies functioning, improving efficiency, speed and reliability of services offered to citizens and companies.

eGovernment brings public administration close to more transparent and democratic data treatment procedures, a requirement that have been clearly provided by the latest regulations in terms of public administration. By making data flow clearer, more accessible and smoother, eGovernment also provides the necessary tools for a most efficient managerial control that makes the most of available professional and material resources.

We would better notice that even if from one hand, the introduction of technology entails pragmatic advantages in the administrative activities, as interoperability, procedures debureaucratization and waste reduction, on the other hand, nets implementation and bigger access to systems can cause problems on the safety point of view. In order to avoid unwanted data accesses it is of most importance to guarantee an authorization-based access control.

Italian lawmakers have recently stated to be in favor of eGovernment when working on the streamlining of public administration procedures. Indeed the Bassanini law (n°59 of 1997), provided for legal electronic documents, to all intents and purposes, so that paper ones could be substituted on the whole. The idea behind this law was to put into practice what in the early nineties stated the reform legislation (n°241 of 1990) about administrative transparency, giving each individual the right to have access to own administrative procedures, a chance that immediately went in contrast with the slowness and darkness of bureaucratic bodies.
Italian interest on eGovernment has been recently reaffirmed with the issue of the Digital Administration Code (d.lgs. 82/2005), that entered into force on 1st January 2006.
